Xbox does not support VPNs so you would have to look for a network wide solution by configuring a VPN on your router

No. You either have to bridge a VPN connection from your PC to Xbox or use a router that supports VPN. But you are looking at $300 and up for a router with the CPU to power such a service, or you will only get around 5 MBit down (not enough for streaming). Paramount+ requires a payment method from the country of usage anyway, so it wouldn’t help you.

If you’re wanting to play games from a different region, you can just go to those localizations on a desktop browser, buy the game using your normal Xbox account and then it’ll show up for you to install.

Loaded question. By default Xbox doesn’t do VPNs but if you setup a vpn service to help spoof you public IP… than you can update your DNS on the Xbox to help with deception… off you go.
High end routers can run VPN on the port for the Xbox and route traffic down the tunnel… all these things I’ve done, didn’t get much out of it myself (AppleTV i did with all the apps popping out at the right regions, same method)
I don’t think the vpn really work on console. I run mine through a pc and I can’t tell a difference

Im trying to do exactly that! I live somewhere cloudgaming isnt allowed in my rregion so will you please tell me step by step what to do. Can i set up a VPN on my phone and then punch in that DNS and IP on x box and im free to stream tru cloud on x box one ?
You could use a smart DNS service instead. Then you will just have to manually set the DNS servers in the network settings.
Alternatively, you’d have to configure a VPN at the router level, assuming you have a router that supports this.
