My intention is not to gain better ping or anything. My game was running absolutely fine yesterday, but today I keep getting “Connection Timed out” error while I try to log in. My connection all fine and dandy. Then I used VPN and managed to log in. So I assume either my IP got blocked or my ISP blocked the game or something (I am not totally sure if what I am talking about is correct). I have been calling the ISP, but they are not receiving, maybe it’s due to Eid Holidays here in Bangladesh. So I am pretty much stuck like this till at least 15th of July. And that’s why I wanted to play using VPN, I am using the cloudflare VPN.
Not your problem, its just routing to their server is really bad sometimes, using a vpn isn’t a problem, hoyo usully bans by account rather than ip address. Cloudflare isnt acually a vpn also. It just changes your dns and proxy. I use cloudflare occasionally because i get timeouts when i download for the game sometimes.
I use VPN all the time and also switch between VPN and no VPN, no issues for me.

I’m from Bangladesh and the same has been happening to me as well. I’ve been using VPN to get in to play, works just fine. Or the good ol strat: restart your router, it fixes it too
have you tried turning your wifi on and off? it worked for me sometimes
Happened to me yesterday - I kept getting timed out and receiving the 4201 error. I had to reboot my router and adjust channel settings and the issue was resolved
I used to get the connection timed out thing from 2.0. Some temporary fixes I could do were restarting the router and switching to my hotspot. But other than that there’s really nothing. I do know there was a way to change DNS settings but it messed up other applications and wouldn’t always work. Hope this helps a little.
Cloud flare and VPN are fine however I was warned about using VPN routing to a different country to buy primogem pack for a lower price.
I didn’t test this personally, so this is something u might want to look out for.
Other than that I use vpn and cloud flare all the time.

I believe most people have solved your problem when i was having this issue i download 1.1.1.1 cloudflare app and it solved my problem after the game got connected i usually turn it off.
Haven’t been ban it’s been 3- months or so
VPN is allowed, so no problems if that’s the only thing you want to do. 
I use VPN (from Kaspersky – Anti Virus Program) the whole time on my laptop.
I use NordVPN to get a better ping (200->100), been doing it for over a year and it’s been fine.
use goodbyedpi and simplednscrypt to bypass without losing speed or changing ip

Ok so I managed to get through to my ISP, and they tried a lot to fix the issue. It hasn’t been fixed, maybe it is indeed a Hoyoverse issue.
I have to do the same here in Australia. Wish i didn’t have to though
