Usually a 3rd party audit and customer reviews. I know proton posted a 3rd party audit recently, and you’ll just have to look for the ones you’re looking into. Being open source is normally also a good sign, but isn’t required
You just have to search for those that have undergone independent audits, and make sure to choose a VPN in a safe jurisdiction.
