It could be because in your first test it was the only thing you were doing in your house and on the second one you were also downloading something on a different device
my stuff is downloading in the kilobytes, my internet’s download speed is 339.9.
it seems like an add but so serious i just got express vpn free trial cuz i was downloading cod and it was taking long, download speed shot from 2-5mbps up to 40-45mbps
Literally turned on vpn and it wnet from 0 to 10mbps
does chrome do that? i have the same issue
this is usually caused by the website server capping the speeds, not your internet speed

Or just search in settings for “random hardware addresses”.

yeah, I’ve just been living with it. never found any kind of solution or indication that there even is a problem besides the ass speeds
I’m thinking the same thing because i’ve got same problem. I’ve been through every setting in every application, updated all my drivers, etc. But i am still unable to get my download speed past 5mb/s. And it’s not just Steam, it’s the same for my browser.
If it were a hard drive issue it would likely be a failing or very fragmented hard drive. Even a 5400 RPM hard drive should be able to do 5 times the speed you are seeing even with relatively poor fragmentation… What about moving files between hard drives (if you have multiple). Try writing to the drive even from a USB and see if there are performance issues.
Otherwise if it’s just Steam that has download speed issues then there might be a problem with the connection between you and the download server, you could try another, though I am pretty sure all Valve servers have pretty bonkers infrastructure that it shouldn’t be an issue…
Okay and is the host your connecting to, do they have bandwidth to sustain a 230Mbit link to every client?
