I’m not super good with computers. My computer came with Avast, and recently it’s been acting up. I’m not sure how it’s blocking access, but I can access the Internet whenever I disable Avast’s shields. How can I get it to stop?
To clarify, I can open Chrome itself, but every webpage shows Chrome’s “Your Internet access is blocked” page.

OS version (e.g., WinXP SP3, Win7, Win10, etc)
Avast version (e.g. Avast Internet Security)
Avast client/definitions versions (Settings → About Avast)
Which shields you have enabled (e.g. File Shield, Web Shield, Behavior Shield, etc.)
If you are on XP SP3 or Vista, there was a known issue causing this problem, which has been resolved in an update – if that is the case, try updating Avast to resolve the problem.
The first thing I would recommend you try is to perform an Online Repair of Avast – Control Panel, Add/Remove Programs, Highlight Avast, Click Change, then select Repair.

IMO something is wrong with your Avast installation or you have a malware that cripple avast in someway.
I would try to:
uninstall Avast (full uninstall with a reboot and then a clean install of the latest Avast version)
switch to a different AV vendor (Bitdefender\Kaspersky\Norton)
install antimalware scanner (Malwarebytes) and preform a full scan
If that will not help We have published a step-by-step easy to understand tutorial that will help you to remove a malware from any Windows platform, I suggest that you will start with step 4 and use Process Explorer with VirusTotal extension.
So I just had the experience of having my internet blocked. I searched every firewall I had for a solution only to realize Avast blocked it, forcing me to update it. I know because after going through with the update I gained access again. Something about that is not right.
Honestly, I have no idea. I tried Avira and it also has the annoying shields thing that is constantly scanning every single file it sees. Of course it had problems where it would block programs and random freezes so I stopped using it.
Right now I’m using Windows defender, Malwarebytes and other misc stuff.
My avast also had a problem where it would literally crash itself, so it was literally not working that’s why I had to uninstall it. Something about the user interface crashing.
Edit: if it works fine without the active shields then keep using it.
