I used vpn and got a Ukraine price for almost a year until about 2 months ago I got that dreaded email from YouTube. I was asked to update my payment method with a local issued payment or my subscription was going to be cancelled.
Long story short, They Got Me and regular YouTube is horrible.

By that logic Google should be taxed where they make the money, not using foreign countries with lower taxes.
BTW, the lower prices aren’t subsidies and based on what the respective countries can bear to pay as determined by Google.

It also looks like the countries they accept PayPal payments on that list also do not require a payment form from within that country as well, this is likely why it would work I would think as PayPal doesn’t pass along to the provider your address and card details etc that’s part of the reason they exist at all. At the same time if they are not requiring certain payment methods within the country you could use a credit card from outside the new country you choose you switch to and not have to use PayPal to make it work if you wanted to.
Didn’t work this morning when I tried via VPN. They know you’re PayPal account is registered to a different country so either PayPal or sharing it or YouTube/Google picking up using another method
