Try them both out for yourself. With 1.1.1.1, it just connects you to Cloudflare’s closest node. Whereas Express is a more traditional VPN wherein you can pick which server location you want to connect to. Plus other benefits around streaming etc.
well I have both, but when I connect to 1.1.1.1 warp it only connects to singapore locations

Test it yourself. It’s hard to say which one is faster if you haven’t connected and tried it for yourself. Both use modern, lightweight protocols and claim to be fast. But it will all boil down to how they perform in your specific setup.
