Actually, not shady.

  1. You can easily disable this by going to settings > privacy & security > bypass VPN for default search engines.

  2. Opera is enabling this feature because search engines often make you fill a captcha when having Opera’s VPN enabled. I found it rather annoying, so I’m not complaining.

Pretty sure they are doing it so that you get local search results.
