i use a google account,
i always sign-in to this account using incognito mode in chrome,
i always sign-in to this account using the same network,
anyway, one day i used a vpn that changes the device location,
and got locked out of my account,
there is no recovery email or phone since this account is supposed to be a secret,
when i sign-in now, it says to provide a phone number, i do, it says can’t send an OTP due to me trying too many times.
do i have any options?
Use one of your Backup (Recovery) Codes .

Keeping the account a secret has not relationship to protecting it. Next time you’ll know better.
With no working recovery options configured (e-mail, phone), it will be impossible to prove ownership of the account.
what are those? how do i do that?
but i used the same pc, same network, same ip, to login.
why google not allowing me?

Something as simple as a change in IP or location can trigger a sign in verification. And that’s exactly what you did by using VPN. Google sees this attempted access from another spot in the world, and rightfully decides to do a verification just to be sure it’s you. With recovery options configured, it would have been little more than a short inconvenience. Without them…
i mean, after the VPN usage, i went back to same PC, same network, same IP, same browser, why i’m i locked out?

Probably because the account is flagged as having had suspicious access to sign in verification is required.
