Because extensions don’t work like that and most of the ones for chrome are shady as hell
If you want a vpn pay for one and use their client. If it’s free you’re the product
I haven’t seen any paid vpn offering safari extension except expressvpn
You don’t need a Safari extension to use a VPN. VPN support is built into macOS; you can add one as a network connection in System Preferences > Network. Recent versions of macOS support L2TP over IPSec, Cisco IPSec, and IKEv2 (and iOS supports the same protocols, if memory serves). Previous versions of macOS also supported a protocol called PPTP, which was more widely available, but support for it has been dropped because its encryption is too weak.
VPN providers have setup instructions on their websites, and many offer a piece of pre-configured software you can download that will handle the connection for you, if you prefer. I like to use the built-in VPN functionality.
As a final note on the whole browser extension thing—VPN browser extensions are mostly useless gimmicks, for various reasons:

Start by using the comparison chart on this website to narrow down the VPN providers based on the criteria that are important to you. Read up on the providers that seem promising to you and buy a plan with one you feel you can trust.

There are some VPN providers that offer servers geared more toward (e.g.) circumventing restrictions on where you can watch streaming content, but again, they aren’t offered as browser extensions. The sooner you give up on finding a browser extension, the easier this will be.
