You can get a static dedicated IP address from some VPN providers if you don’t want it to change/rotate.

All ip addresses are virtual there are no physical ip addresses .
Get a vpn like windscribe , Mullvad , ivpn , and stuff and change with that your ip.
use a vpn, and select a note you want to be, and open the global mode, your ip address will change
