As mentioned in another response, what Forticlient, OS and Fortigate version are you running?
We’ve had similar experience with a small set of users in our environment. When Forticlient 7.0.1 connects to our 7.2.4 Fortigates using Windows 11, FC connects hangs at 98% then appears to connect, FC displays an IP from our ssl on pool. The IP doesn’t apply to the adapter and the routes we push to our clients do not get installed.
We’ve had mixed results when using the fc removal tool from Fortinet.
Are you running Windows 11 22H2? There’s a particular patch that breaks FortiClient.
Run the below from an admin cmd
wusa /uninstall /kb:2693643
As another person suggested, it could be your antivirus software trying to do some kind of DPI of its own, using its own SSL certificate to do so, which would very likely cause issues with connecting to a VPN service.
Have you verified that AV is either disabled or that you have an exception for that traffic?
Try updating your ssl certificate or select ignore certificate errors on the VPN client
For sure it’s a ipv6 problem. Try disabling ipv6 on your network card.
It happens to me yesterday, first time installing a Forticlient VPN. Fixed by rebooting my PC after installing it, in the log it reported an error with the connection to the virtual network card.
What are the logs showing?
In my experience, Forticlient pausing at 98% has to do with DHCP and the client not getting an IP from the concentrator.

This exact issue happenned to me yesterday.
While it was likely an IPv6 issue caused by provider using translation mechanism to carry IPv4 packets over native IPv6 backbone, in our case it was an issue with Windows Internet security blocking FortiClient behind the scene.
Try adding the URL your Forticlient SSL VPN fqdn / ip address to the Trusted sites (perhaps Local intranet is enough) inside Internet options > Security tab.

Users on Comcast run into connectivity issues a lot. I think the router/modem updates introduces issues and are usually resolved after rebooting the device. This lasts until the next time.
