Get onto express vpn chat support, they are really helpful whenever I’ve needed them! If it’s doable they’ll guide you through 
Not sure if this will be applicable to the smart tv app, but I downloaded the Express VPN router firmware for my Netgear Nighthawk and it was limited to speeds of around 40 mbps. Apparently that’s a limitation for the firmware that I didn’t find out about until I contacted support to ask why my speeds were so slow.
Just something to think about or ask support if there is a similar limitation for smart tvs.
