Not quite - if you’re phone is locked that means you can only use that network. So if your phone is say locked to Verizon your only option to use it abroad is to pay whatever Verizon charge for roaming. This is normally the most expensive option. If your phone is unlocked then you can probably save some money by switching to another network. Either by e-sim (can pre organise but requires completable device) or by purchasing a pre paid SIM card locally (normally the cheapest option).

Just checking “it” is the sim card? If so you need to Google as it depends on the specific phone - normally it is written somewhere in settings. Otherwise buy/borrow a SIM from another network and try it and see.

Buy then it is probably too late - but if you know your phone is locked before leaving the US then you need to ask the network it is locked to for an unlock code. They might or might not provide it depending on their policy.
