Setting up VPNs are pretty easy these days, especially on mobile phones, where most of these apps are being used now. Most commercial VPN providers have mobile apps that are just install and setup in a few click.
The aspect that it’s an additional paid service is definitely a barrier for many people, but the technical setup itself is not really any more difficult than setting up your 5G service.

It might be easy once you learn, but the point is humans are creatures of convenience. Most people aren’t going to go to the trouble of learning just to watch Tiktok. You’re also assuming everyone is as good with the internet as you are. Plenty of people out there don’t even know where to begin in learning how to use a VPN and then finding a reputable one. (Hell, plenty of people online couldn’t even tell you what a VPN is/does.)
Money is an additional barrier. First, you may have only 20% of a group willing and able to learn how to use a VPN just to watch Tiktok. Then only 5% of that group that’s willing to pay for it.
Some people will use a VPN to watch Tiktok of course, but largely, VPNs will not negate the ban for most people.

I think you’re underestimating how many people are completely clueless about VPNs and all the steps they have to know how to do.
Do they even know what a VPN is or what it does? Do they know how to get a VPN? Do they know how to find a reliable VPN? Do they know how to install it? Do they know how to adjust anything they need (such as setting their location to a different country)?
VPNs are not something most people have much knowledge about or experience with. And most people are not going to change that just to use Tiktok.

VPN servers cost money to run. So when using a VPN service, you should at least wonder where that money comes from. In case of paid VPNs the asnwer is obvious - it’s money you pay for your subscription. But when the service is free, their income most likely comes from selling data they gather from your internet traffic to whoever is interested. But again, if you’re using it to go to tiktok, you likely don’t care in the first place.
Any law the elites don’t also routinely break is one they should have no trouble enforcing.
Having used a VPN on my phone for a couple of years, I’d also add that most people would get frustrated with how often they just don’t work as intended. IP addresses constantly need refreshing, other services on your phone can just drop out (I couldn’t access Google while my VPN was on at one stage), and they have limited usefulness elsewhere - pretty much all streaming apps recognise you’re using a VPN straight away these days.
Not from what I heard from others, and people still have to go through account creation.
