yes. VPN connection goes on the system level. But keep noted, that your device goes to deep sleep, including VPN connection, so when your iPhone wakes, you might see VPN reconnecting. It is normal and expected behavior, iPhone first restores the VPN tunnel and then sends your traffic through it.
