The closest I’ve found to this has been ProtonVPN, which has unlimited bandwidth, but cuts you off if you try torrenting unless you pay a monthly subscription to them.
Psiphon lets you torrent and is free, but, it slows down your speed if you don’t buy PsiCash to speed it up.
