protonvpn is a VPN service with a free tier withsome reasonable.limots that can work with the openvpn client, and the decky loader tool has plugins to let it be used In game mode.
the higher tiers are reasonably priced and subsidise their free plan, which they like to offer to people who may not be able to use VPN otherwise.

except the advice is a bit of a snarky urban myth, and does not apply to all VPN services.It does apply to a great many however. But there is a distinction between those and a service like protonvpn.
protonvpn has a reasonable free tier. which is paid for by their higher tiers.
there may be others that do the same thing.

Besides the electricity it’ll cost you and any metered charges your ISP might apply, yes.
Of course, it’s a computer.
If you are planning on using Torents then use a paid VPN service.
The free tier of protonvpn does not support Torents, and is limited in speed and a few other limits.
But it’s good for YouTube and getting around geo-blocking, and other VPN needs.
