Did you ever find a solution? I wonder if lesser-known VPNs might use an IP that Google hasn’t identified as VPN.
Anything will do as long as it connects back to a US server.
At the top of the screen is a box you can type in to search all the posts. This question is frequently asked and you can probably find the answer with a small amount of effort.
Follow up here. I was able to activate and now have working service/data while in Mexico. It’s great! Thanks to everyone for the help.
No. I still haven’t been able to activate the service using a VPN. I’ve tried Tunnel Bear and Nord VPN
I managed to activate yesterday. Had to hotspot from another phone + use every proxy for connections. Let me know if you are still trying to work this out.

That’s not really helpful to OP is it ? OP wouldn’t have asked if they didn’t know they could search or find similar posts. Isn’t that what this forum is for? To be helpful to others ?
OP it is my understanding (and my experience) that you must be within the continental US, unless they have changed things with COVID.
What were the vpn settings? I’m struggling with this, and were you using data und a vpn or Wi-Fi and a vpn

When you do a “what’s my ip” the ip listed is in the US?

Are you sure about that? People ask the same questions over and over, because they’re used to others spoon feeding them the answers.
Are you tethering from another phone? You need 2 phones for this to work
